What You Need to Do Before the Deadline
1. Confirm Your Registration
- Make sure your company has an active Maritime Operator Holding Account (MOHA) in the Union Registry.
- Without this, you cannot surrender allowances.
2. Calculate Your EUA Requirement
- Based on your verified 2024 CO₂ emissions.
- Apply the 40% phase-in factor for 2025.
- Covers:
- 100% of intra-EU voyages
- 50% of inbound/outbound international voyages
- Port stays in EU ports
3. Secure Your EUAs Early
- Buy through EUA brokers, exchanges (like EEX), or secondary markets.
- Prices are likely to rise closer to September, early action reduces risk.
4. Surrender EUAs in the Union Registry
- Log into your MOHA and select the correct quantity.
- Must be completed by 23:59 CET, September 30, 2025.

- Hedge exposure with financial instruments.
- Cut emissions with operational efficiencies and biofuels (also supporting FuelEU Maritime compliance).
