If the dwindling vehicle queues on the Sheikh Zayed Road are anything to go by, Dubai still has a long way to go before economic growth returns to anything like it was before the Lehman Brothers crash in September 2008. An unusual yardstick it may be, but it is one locals believe is largely representative of the level of business activity in the Emirate: less ex-pats equals less cars so by definition less highway congestion.
